The Vice President, Primary Care Services (VPPCS) serves as an active member of the RWJBarnabas - Rutgers Medical Group (Medical Group) senior leadership team and is the administrative dyad partner to the Chief Medical Officer (CMO) for Primary Care. The VPPCS must be a strategic thought leader and strong operator. The CMO and VPPCS will drive the development implementation of the primary care service line objectives, strategic plan, and growth in collaboration with Medical Group and Health System leadership. Working in collaboration with the CMO and Medical Group leaders, the VPPCS will oversee the direction of primary care services including development and implementation of the patient care model, market development, service line financial and budget performance, clinical quality, access, identifying information technology needs, monitoring patient experience as well as provider and staff engagement. The VPPCS will develop a cohesive culture that is patient-centric and team-based across all primary care constituents. They will proactively lead alignment of physicians and staff around organization change for patient centered medical homes and value based care.
Essential Functions in collaboration with Chief Medical Officer, Primary Care Service Line:
Lead the development of the primary care services line shifting the operational model from traditional fee-for-service to an integrated value-based care model, where patients receive high value care as evidenced by health outcomes, lower cost, compassion and improved access.
Serve as a subject matter expert on local and national primary care trends and issues. Recommend and establish new policies to introduce industry best practice changes to advance the Medical Group as a national leader and redefine focus on population management, social determinants and appropriateness of care.
Lead the initiative to coordinate primary care across the system, increasing the connectivity to the RWJBH hospitals, specialists and ancillary services, and identify and eliminate barriers to access.
Develop patient-centered medical homes examining referral patterns, establishing programs to maximize appropriate referrals and managing coordinated care with physicians across the Medical Group and RWJBH CIN.
Develop a collaborative change environment through open communication, transparency of actions, and expectations for innovative problem solving.
Utilize a variety of feedback and work collaboratively with leadership, support services, physicians, practice management and staff to identity and pursue opportunities for improvement specifically within the primary care service line and overall health system.
Establish and revise standards to achieve maximum patient care delivery, safety, quality, cost-efficiency and operational performance.
Apply financial principles to annual operating/capital budgets which support service line goals.
Assist in the development and implementation of provider and practice site performance metrics with compensation and performance recognitions that reinforce and are consistent with value based care models.
Assist in securing, evaluating and maintaining favorable managed care and value-based contracts.
Assist in the development of a provider workforce plan that includes succession plan recommendations for current and future needs of clinical providers within the primary care service line.
Oversee the recruitment and on-boarding of new primary care providers and primary care practices.
Work with Medical Group operations management to optimize primary care capacity and productivity to continuously improve patient access, experience and retention.
In collaboration with Population Health Division, monitor and support the quality and cost of health care services provided with the advancement of patient-centered programs, policies and procedures.
Bachelor s Degree in Business, Healthcare Administration or related field required; Master s degree in Business, Healthcare Administration or related field preferred.
Seven to ten years progressive managerial experience in medical practice management or other applicable environment required.
Experience in managing large, primary care physician practice groups.
Proven commitment to quality service delivery and achieving organizational mission required.
Experience achieving National Committee for Quality Assurance Recognitions and NCQA Certified Content Expert (CEE) recognition a bonus.
